Additional base airports in final weeks of game

I understand the limit of 10 base airports is there for a reason to allow competition. But I am based in Brazil and am maxed out in my 10 bases. I am the only airline in Brazil.
There is still plenty of demand within Brazil in the other airports.
There is nothing really for me to do in the game other than renew my fleet. Allowing extra bases when there is only x amount of time to go when you are the only airline in the region should be allowed within say 5 game years before end
