According to information about relevant US Federal Regulations as well as the Compact of Free Association, my understanding is that airlines from the US, Palau, Federated States of Micronesia, and Republic of Marshall Islands can apply to become Freely Associated State Air Carriers which can enjoy various travel rights between Palau, FSM, RMI, and Guam, Honolulu, CNMI. Which United Airlines seems to be using for its island hopper service within the region.

Given this background in reality and given the relative lack of activity in the region inside the game, I think it's probably not a bad idea for airlines in relevant countries in the game to be able to exercise traffic rights across countries like they can do in reality.
