What determines when an airport will add more slots

The number of slots are tied into the infrastructure level of the airport.

At a basic level, each infrastructure level gives 10 slots. This is then multiplied by a gameworld-specific slot multiplier.

To take your HQ of DTW as an example; it is Infra 3, which is 30 slots. TAoF has a slot multiplier of 2, so this gives 60 slots per hour total.

Each infrastructure upgrade is 2 months per level, so to go to Infra 4 will take 8 months. The new limit will be 80 per hour, and the new slots will be made available immediately on completion of the upgrade. A slot quota may be put into effect, which limits the number of slots you can acquire in a given IRL time period.

As for when these upgrades happen; they are chosen randomly following a set of criteria, for example the airports with the highest daytime %age of slots first, then the Infra 1 airports etc
