Free schedule planning

While it would be nice to have a feature of schedules being completely independent of aircraft, and then just assigned to aircraft (part of this feature request, that is in wrong forum):

It would be nice to have a middle step, of being able to plan schedules, on some existing aircraft, but as long as there is no flight assigned to aircraft with slots, the slot-less (orange) flights should not count.  This type of planning should be free of costs and penalties.  Meaning:
- no gate check penalties if maintenance is not performed on aircraft
- no red warnings for no A/B checks scheduled
- no staff hired
