Insurance Penalty

So the more and more I think about insurance.... It is basically a penalty on the poor airlines as there is zero reason that I have seen that a wealthy airline should pay more....

I get the want to have it in fact I like that we account for the financial aspects of such, but as there is no actual reason for the wealthy airline to carry it beyond the liability its a tax on new and weak airlines who cannot buy air frames.

I also think if as I have seen over the years we dont plan to really have crashes as its pretty taboo... That maybe we just allow for randomized accidental costs based on your insurance level (I like the CI hit aspect etc since that is reality), or simply do away with it all together.
