On the regional world there is a plane type that someone is receiving every 9-11 days, others who have ordered the same type of plane are receiving every 15-21 days, is there a reason for this?  How do I get planes every 9 days?

When you order into an empty production line, your orders will compress, so you get a higher rate of deliveries.

Similarly, if the production line is nearly fully booked in, say first 2 years, but has low number of order after that, say year 3, 4 and forward, if you place your order into this nearly empty production queue, you will get a similar compression.
