Reopen feature requests

Hi dev team,

Not because I have a specific request in mind, but isn't it time to reopen the FR forum?
Having the forum closed mainly leads to people just posting their requests disguised as bugs or here in the general forum anyway....

In my opinion this removes any oversight the FR board tries to create....
