Airlines that should be bankrupt

Why are there some airlines (in game one) that are still around even though they aren't carrying passengers and still losing money every week?  Shouldn't they be bankrupt already and taken out of the game?

A bankrupted airline has up to 5 real days to declare bankruptcy, after which the game will do it for them.
It's like that to allow people time.
