Is a Britannia (Chapter 1) really noisier than a BAC 1-11 (Chapter 2)

Britannias used to fly over the house when I was a kid, 5 miles from the airport, but you didn't really hear them. On the other hand you couldn't hear the television when Ryanair's BAC 1-11s went past....

Not about the noise per se, but Britannia is so old that the design has not been governed by any rules in the 1940s yet .. So it has not been certified / designed to meet any of these regulations.

So is the lack of certification down to the fact that no-one was using it in Europe in the real world at that time?
Any chance of a reprieve for the Whispering Giant in the Airwaysim world?
