Frozen marketing campaing?

I've started a general marketing campaing, my whole country, newspaper, Billboards, radio and internet two month-game ago.

By now, my company image didn't move a single point...... Is it correct?

I think the way it works now is that you start with certain CI (either 5 if you start at the beginning of the GW, or higher, like 30, when you start late).  That is an artificial boost to the CI.  So you have to spend for a while for the natural CI to catch up to this artificially boosted AI, and only then you will see CI rising.
