marketing campaign effects and LFs

Hi to all,
I do not know if my question was already posted, maxbe not in this connection: if you have 100 on a specific route image but your LF is not enough good on that route, can you arrange a marketing campaign or the fact that you already have 100 do not bring any (positive) effect?

In other word if the two variables are indipendent each other...
