How can AWS make it easier to operate very small aircraft?

I, like many, have had little to no success when attempting to operate a fleet of very small aircraft (<30 pax aircraft). What would AWS theoretically need to alter in order to change this; to make it easier to operate a fleet of DHC-6 Twin Otters on short, low demand routes?

Firstly, wrong forum, moved to general area.

Secondly.. This was changed just in July with reallocation of some airport costs and other such stuff, and running a small airline works now pretty much just fine (see the test thread by sanabas for example in dotm6 forum)
