That depends on how large your airline is, what prospects you have in your main base, etc. It cannot be generalized.

I personally think its a bad idea until you have filled out the demand in your HQ and there is good demand available to fill in the potential base. You want the base to increase your profits because your cost base will go up. If not, there is no bonus in opening the base.
