Overcapacity indicated - Problem!

On my route between Singapore (WSAP) and Cebu (RPVM) I use a B727-100 with 114 seats.

The demand for the outgoing leg (WSAP - RPVM) is given in the average with 119 pax.
The demand for the ingoing leg (RPVM - WSAP) is given in the average with only 36 pax.

When I opened the route at first with no restrictions, I got an overcapacity warning from the monopoly comission.

It compelled me to reduce my avaialbe seats down to 71, which is just reflecting the leg from Cebu back to S´pore.
But it means also, that on the leg S´pore to Cebu I also have to fly with reduced number of pax.

Question: Why is the anti-monopoly comission doing that to me?

How can I perhaps split up between the different legs with their different pax-demands?

Seats can only be blocked per destination to and fro.So you will have to reduce to under 200%  of the lowest possible number of all flights.
Different demands on to and fro legs are no new or special problem, just recently discussed again. Reason is the way demand numbers for the game are calculated. It can happen quite often, you always have to check routes both ways before serving them, especially between regional airports and big hubs.It won´t change before "city based demand" will be introduced.
So warning was correct, you will have to reduce flights or they will be cancelled.

Another question:

Does the sim also go along the lines, that "an offer to a given demand may increase the overall-demand over time"?

Offering additional seats does not act as incentive to gain additional passengers above the total demand.
Passengers numbers are only increased / decreased according to the programming god (Sami) before the game begins.

That's wrong, supply creates additional demand, it is just not shown in the graph (source: Sami).

In other words, exceed supply with reasonable price creates extra demand.

You can increase the stated demand by +20% if you offer sufficient extra seats and attractive prices : apparently, these extra'bonus'  pax do not show up in the demand charts, they sort of turn up on the day in addition to usual demand. If the 'offer' loses its appeal, like a price hike, they go away just as quickly. Of course, your extra seats have to stay within the limits, offering too many doesnt actually add much after a certain point anyway, according to Sami the 'effect' decreases more and more as you get closer to the 200% limit.
