Tech stop problem

What am I missing?
Aircraft to fly long route as 2 sectors with tech stop - each sector is less than max range (although total is ~1.8x max range). Tech stop airport has long enough runway and is Cat.2 airport.

When route planning, the "red box" comes up saying max 3 passengers etc.
