Why is there so much excess staff and still flight delays?

My staff levels are set to automatic. My staff requirements are 10316 but i have 10889 on the payroll. That is an excess of 573 staff. Why is there so much extra staff and why do i still have flight delays attributed to lack of staff.
All my staff groups (excluding ceo) have at least 101%. Staff levels in managerial rolls and office workers range from 101% to 118%. Cabin crew is at 102%, pilots are between 101%-102% and tech services and maintenance are 101%. Customer services are my highest percentage of excess staff at 118%.

I do not want to fire all the extra staff as it will reduce my CI.

Lack of staff will also occur with excess staff (it means that staff is not on duty on time, this happens also in RL). But the effect overall is marginal (a few minutes delay). It has also been discussed here many times. When set to automatic, sometimes excess staffing occurs in relation to newly acquired or returned planes. It will correct itself when more new routes go into service.

Sometimes people get sick, stay out drinking all night, get a flat tire, are generally incompetent, etc. Every business gets short handed at some point.

It will hurt your company image but slightly but you might also want to consider firing a few people if you have changed some aircraft types recently. You have so much excess staff that I wonder if they all actually have jobs to do. When you have staffing set to automatic, you will always hire new people as needed but no one is ever automatically fired which can lead to unneeded payroll expenses.

I bit the bullet and reset my staff levels, took the hit on CI.. ouch... but within a week or so, the auto had put the extra jobs back on again... grrrrrr... okay, it's only a few percent extra and I'm thinking its some minor 'rounding-up' error whilst I'm replacing aircraft and expanding a bit with new routes, etc... but its taken weeks to get the CI back to where it was and nothing really got fixed in the process  :'(

guess its the price for having it done for you... one cure might be to go 'manual' for a while and let the excess staff get soaked up by any expansion before going back to auto, more work but may avoid the CI hit of resetting levels...

Just set all staff to 100% when you assign a route to an aircraft, that's what I do :)
