lack of staff and delays

noticed something weird. If you have automatic hiring off, and you keep your staff in certain areas (i'm only talking about customer service and route dept) below 100% you get delays/cancellations due to a lack of staff.

Is there a way to change this? I mean I understand you get delays when you don't have enough pilots, ground handling, cabin personnel etc, but what on earth does customer service or route dept have to do with actual delays/cancellations? I had a small lack (94%) and 67% of my cancellations due to lack of staff.

This way it does not make sense to do manual hiring because you have to go on 100% anyway. I think it would be neat if in difficult times, when you need to save money, it would be possible to hire a little bit less than 100% in certain departments which are not essential at that moment.

Not enough customer service staff = people are too late when queues at check-ins start to build up -> flight is delayed as everyone is not onboard yet ... for cancellation .. humm..  :P

Hi i read that there was a tweak for the cost and such to balance with the PAX fix but I logged in today and suddenly my airline needed 10 more employees, when i left the game last night it was 100% and I didn't make any change. Is this related to the update? or are there something else that effect number of employee
