Staff hire

Hi,

  I have ordered a new  ATR which is due for delivery in approx 2 weeks time (game time!!). I had a look at some new routes and set them up for the new acquisition.
    Obviously I would need new staff, my question is why would I need to employ them before the plane is delivered ?? I find it strange that I found that my company image was skydiving, it seems a little unfair that I have to pay wages to new hire staff and not have anything for them to do until delivery time ??

The staff needs to be trained for the company things etc.
