All you have to do is make sure at least part of the cargo hold is climate controlled. I know a charter airline crammed over a thousand people onto a 747 once. The record is either 1,086 or 1,089 if you count the three babies born during the flight.

A little digging seems to provide proof. Operation Solomon, an Israeli operation to airlift Ethiopian Jews. An El Al 747 carried an official 1,087 people but possibly up to 1,122 people to Israel.

once i received offer for maritime carriage: need ro-ro type, 500 live camels, mostly pregnant. my question was: "is the freight payable for cargo quantity loaded or discharged?". i never got an anwer. )))
