Opening a base - TOP20 airports

I am sorry, but after long search I could not find the answer to my question. I am playing Dawn of Millenium 3 and I am just thinking a bit ahead. Is it true that I cannot open a base at the TOP20 busiest airports??? Cheers..

No that restriction has now been removed.

Thats cool... I just read the manual and there is one picture, where it says: "base airport may not be at the most busiest (top20) airports".
