Aircraft on sale/In Storage?

What dictates when Aircraft are made available from storage?  For example, I want to lease 2 Beechcraft C99 - I thought they'd show up soon as according to the global stats in DotM there are only 10 in service (six are mine), but 42 for sale or in storage. 

As there are none on the market, I assume all 42 are stored... I can't believe players are storing 42 small a/c without listing some for sale, so are they with the NPC suppliers?  If so, when will they release some for sale or lease?

The AI storage/rotation system is made because at the game world start there are no active airlines; thus no planes in operation or for sale either. So in other words the AI brokers sort of simulate a situation where airlines dispense their old aircraft for sale and they appear to the used market on certain random intervals .. etc.

If there are XX planes in storage it means that they can appear to the used market at any random time. They aren't currently operated by any airline but they aren't released to the market in a big bunch either as that would deplete the whole pool of used planes and nobody would order new ones.

I've had quite many thoughts on how to improve these things to a more realistic way (= not have 1000+ planes sitting somewhere waiting to be sold) but they do all require quite large changes.

Players cannot "store" aircraft.  So if you see 42 "in storage" then they're all being sat on by the computer.

One idea I've thought of is maybe a way to "request" a stored aircraft from the AI brokers. Maybe make them charge an admin fee proportional to both the aircraft value and your airline value plus the standard 4 month fees to stop people depleting the pool and make it possible to only do it once every few game months or something like that.

Yeah like in football, how you would have a talent scout. Maybe you could be able to send a member of staff to the desert to find you one or several planes in storage fitting your rough description.

I doubt the reguest thing would work.
The reason why there are planes stored even when the demand for them is high, is to give 'equal' chance for everyone to get them, as they are randomly released to market. If one would request them, it wouldn't be much different than all of them being released to the market as soon as they are stored. And this would lead to airlines taking all viable aircraft from the game, leaving nothing for the newcomers.
