improvement idea -fifth freedom / open skies

feel free to move if better area...but couldn't find the thread for future game enhancement ideas.

having no idea what's involved in simulation modeling, a future improvement idea might be a probability-based model to allow for a negotiation to set up  foriegn hubs where you negotiate/pay for fifth freedom rights (individual arrangement like what UA/NW-DL have in Tokyo to pick up passengers and fly onwards to southeast Asia) or like Singapore/Air India have to fly passengers from the US to Europe.  I think there should be rules that prohibit cabotage (i.e., you can't open a domestic routes in another country not covered by an agreement like the EU or an Open sky negotiation).

The Aerobiz game for sega genesis had something like this in that you would have to negotiate for slots and sometimes they'd fail or take a full game year (4 turns) for approval... that might be something to consider. 

It might also be interesting to model a scenario where several competing airlines could petition for an open skies arrangement ...realizing the implication could be new markets  with the risk of new competition.   Just some thoughts to model in some more real world options for future game enhancements. 

On open skies, maybe the airlines based in the countries could vote as the basis of approval.  For example if UK airline wants to do open skies with the US then all the US and UK airlines vote.  If a majority or higher threshhold 60%? approve in each country then US and UK airlines can fly to any point between the two countries, as well as domestic.  It could be an interesting twist in competitive dynamics.

I like the idea for fifth-freedom rights... it would be hilarious to be waiting around nervously for approval. I think more random elements like this would enhance the game. Plane crashes should be introduced soon also. What about Icelandic volcanoes closing European airports for a week?
