why can i only reconfigure the seats of aircraft i got second hand?

You can configure ANY aircraft. On the AC page go to "configue Aircraft" to make ajustments. But note that not all AC's can have all available config classes. An ATR320 for example can't have business seating.

Reconfiguring your AC will take time and thus cost you 3 to 5 days of income.
