Small change to alliance rules

Please do not use animated images as the icon of the alliance.

Gets too blinky-blinky at the timetable / route planning pages when alliances have animated icons.

Aww.. but Sami, Byqu worked hard on his blinky-blinky icon. It would break his heart for us to remove it
