why have you capped pax numbers on your route to San Antonio? It doesn't cost extra to have seats you don't sell, and by providing 25 instead of 40, you'll miss out on a few people once RI has grown.
I'm not saying this is his strategy, and I am not in any game right now so I can't see the pax/cargo demand on the route you are talking about, but:
In the last couple of games I have played, in early days I will sometimes block seats on specific routes for a few months if my cargo hold is full to be able to carry more cargo. Empty seats still have hold space reserved for bags. Blocking seats frees up that reserved baggage space for cargo if the demand is there. In early days, there's few enough routes that micromanaging that is not difficult.
