Inhibition of canceling and re-ordering aircraft for a specific time

As per discussion in GW2 Forum, maybe it would be a good feature to prevent airlines from ordering aircraft they don't want just to get in line for later, upgraded models.
As of now people order, say, 50 A320-100, cancel that order when the A320-200 becomes available and when the production slots turn green, order the -200. This for one is a hugh waste of game-money, and two, can only be done by the really wealthy players, which means the underdogs have even lower chances of getting the desired planes.
Maybe it would be good to establish a rule that says, when you cancel an order for any A320 (or what-ever model, just an example) you can NOT order any airplane on the same production line for the next game week or so. That would discourage players from doing this in the first place, since they most likely wouldn't get any A320-200 anyways and still lose a lot of money.

The loss of money and the fact you don't get your same slots back is punishment enough honestly.
But I do agree that it's a waste of in game money.

The problem is under the current syatem there is no other option but to use the cancel/reorder method. Production rates are too low to supply all the airlines in the game so everyone crowds the lines for early models meaning you don't get, say, 762ER until 1992....

That's the thing that gums up the works. All these darn airlines!

Well, obviously it isn't enough of a penalty, otherwise there wouldn't be so many players doing it...

Yeah, maybe designing the production rate logic more freely (meaning it can achieve higher or lower rates than it can today) would also work. I'm just throwing stuff out there. I just think the current system really screws players who don't have a huge company and aren't able to spare all this money on something so obviously pointless.
