I would guess it is still possible, but there's a limitation on airline age to do so to the tune of a game month or so.

A long time ago, in a galaxy far far away, within the first X months (where I think X equals 3) of an airline existing, it was possible to relocate it to a new base using a screen somewhere near the rebrand button. It would move you to the new base and let you keep your staff/planes, but close all routes. The option went away after those X months. I tried to RTFM, but I see no references to it, nor was it declared a removed feature in the changelog, so I give you these historical posts of people saying it was once possible.

Any idea why 3 months? I would like to move and have been there for ages. Kind of closing down restarting somewhere smaller whilst keeping the assets.
