[ok] Change of tax, salaries and stuff of whole airline applied to HQ

The low tax, salaries benefit when HQ at some small airports, then later open bases in larger hub (eg: HQ at GUAM, then open bases in the US) should be changed

When OOB is limited, everyone let it go, because it seems like a balance. But that isn't true, because 500-600 A/C in total is a big airlines, and getting advantages from tax and salaries is unfair to all other airlines. It's even worse when OOB is unlimited

I'd like to suggest changing it. Best if it can be applied to the current MT. If not, then before the next special rule game runs

Especially important for special rules games. in the asian challenge, being HQ'd in China gave me insane, unholy, undeserved competitive advantage against the Japanese companies when I attacked them.
