Why is Pax demand so different from game world to game world?

Okay- I know fuel prices are random but I didn't realize that Passenger demand was random as well..  I'm playing GW 3 and GW 1. Both are currently taking place in the year 1999. Pax demand Heathrow to JFK in GW 3 is approx 2250 per day while in GW1, Pax demand on the same route in the same year is approx 7030??  Thats a huge difference...

It does vary from game to game though. I have seen LHR-JFK as high as 16,000/day (I had 40 773 on the route that game and barley met demand) and as low as about 5,000/day.

It seems damn low this GW3, though. We'll see after the 11th 09 aftermath, when dust will fall down.
