In the email update a new GW2 is slated to start January 31st. Is it safe to assume this will actually be a new GW3 since that one has about 5 weeks of game play left as opposed to GW2 which has about 6 months left?

I have another question:

The next long game world will start after the current Game World #4 ends in year 2030.

Does it mean, when GW2|GW1 will be finished they will not be restarted ?
