A right little bug***

I seem to have a possible bug.

My airline has 13 aircraft with 7 more on order, 2 bases, and has been going, as I write this, for 648 days but I am unable to start an alliance. It saying my airline can't start an alliance until I have been going for 6 months and have 10 aircraft.
