Hub Rights

I looked in the manual but couldn't seem to find it so hoping someone can help me out. Is there a list somewhere of the the countries that are grouped for the purpose of opening a hub? I know that the countries with territories open in their territories (for the US you have Guam, PR, etc) and that the EU links some European countries together, but are there any groupings beyond that? Is there a list for AWS that I missed somewhere?

It's by country (and their included territories, though some of those still need some tweaking) with the exception of within the EU.  As member nations are added to the EU, they get rights to build bases throughout the EU.

Thank you Sigma. Do you (or anyone else) know if the Yamoussoukro Decision is planned for a future AWS update so the countries in Africa that are part of it would be like those in the EU for the purpose of hubs?
