Self Funding Airport Expansion

I'd like to propose a self funding option for airport expansions.

The idea is that airlines at slot locked airports can fund the expansion of a based airport. There would be an overall expansion cost that is published once below a certain percentage of available slots. Airlines would contribute to the expansion fund and that in turn would speed up the potential for expansion rather than waiting for the background processes to decide its time to expand.

Individual based airlines would have the opportunity to fund the expansion up to a certain point (or a quarterly giving limit). In return for funding, the based airlines would either receive reduced priced slots, or double the slot quota. Airlines based at the airport who do not give (or give below a certain minimum contribution) to the expansion would not receive any of the benefits that airlines who chose to fund the expansion do. The more engagement and money raised, the quicker the expansion starts. Once expansion is announced, it will take the same amount of time for "construction".

Rules

  • Airlines contributing must be based at the airport for a minimum of "x" days
  • To receive benefits, airlines must contribute a minimum amount to the fund
  • Airlines that are contributing can only contribute to up to a certain amount (to be decided)

I like this idea, I'd also like to be to pay to lengthen runways, for example Bristol.

Good ideas, but I'd avoid the extra slot quota probably, as it may be imba. Slot discount sure.
