Tech stops and staffing question

Are tech stops staffed by your own people? I feel like the answer is no, but I've never tested it.

If they are...

• And you have multiple flights tech stop through the same airport, do you save money? Should you?
• Are they paid at the rate folks in your base airports are?

No, adding tech stops doesn't increase your staff at all.  Since it's just for refueling, I guess the costs (landing fee, marshalling etc.) are included in the fuel price and borne by the fuel company.
