Staffing levels?

I'm running a 15 airplane operation, small commuter, Beech 99, 17 Pax aircraft.

The amount of management staff is incredibly high..

There's close to 100 people in management, that is incredibly unrealistic by a factor of almost 10.

What gives?

21 People in HR alone for an operation this small is laughable.

Instead of looking at the number of personnel in each staff group you need to look at the overall costs of staff at the airline. The staff model cannot calculate the exact 100% realistic number of staff in each of the dozen groups for each type of airline and for each era (although there is a component modelling the early era's lack of automation), and instead the model is built to give a good overall representation of the general staff cost levels of an airline.

Edit: And I see you have two base airports. That adds very much to the required staff levels since each base requires their own office staff.
