One cabin crew employee for ALL flights?

Hi.
I operating with small aircraft domestic short-haul routes (larger plane for longer routes is ordered), but i have one curious thing in Personnel office - there is only one cabin crew employee and two pilots needed to fly with my plane which have full schedule!

It's unrealistic to flying all days with one cabin crew member and two pilots..

That is the companywide minimum level for that staff group. Same for managers etc, you must have them even if no flights. I could actually change that CA requirement...

Or actually I think I misunderstood.. Does you plane even need cabin crews? Anyway, once your fleet grows the staff numbers grow too. The very small airlines have a bit of help in the form of reduced crew requirements. But once you have like more than 5-10 planes the things normalize.
