If you decide to close a base,  how do you transfer personnel to another base?

When you close your base they automatically transfer to your Headquarters. From there you can click on "balance staff between bases" as needed. You cannot proactively transfer personnel to bases, the game counts that as firing/rehiring.

This should be on the feature request section, along with staff auto-balancing.
