Average fuel burn per passenger

Does this statistic include cargo-only flights in the calculation of fuel burn? Because it looks like the airlines with the largest freighter fleets are the ones populating the bottom of the list. Some of those numbers make it look like they're flying Convair 880s with 4 seats
