USSR not closed anymore?

Hi,

cargo has just been introduced in GW#2 and I notice that all airports now have an intl cargo demand.
I understand that it's one of the feature of CBD, but at the same time the only airport with intl pax demand remains SVO.

USSR was supposed to be closed*, and this makes it really strange, as I still expected SVO to act as a bottleneck (due to geopolitics -> bigger than CBD).
Any idea if this is supposed to be changed or not? What's going on in GW#1?

* actually, there were also LED, KBP and TAS as intl bases, not only SVO, as I stated in another post.
