So, I have recently started playing this game (Applied for mentor since I have a few problems), but a question rose;

When will the international demand rise to a point that it is viable to create routes, is there a set time, do I have to market?

Generally speaking it would rise over time.
But if the international demand out of your airport is too weak for you to establish any international flight, then the airport most likely does not have sufficient international demand.
You can go to the airport information page for your base airport to check the demand composition percentage.
As the data is extracted and inferred from real world data into the game's database, there are no player-made action that can change the demand, at least not until the so-called "city-base demand" system being implemented, which will calculate demand from city instead of airport
