Bases Outside Europe Union

Hi,
I would like there to be an option of having a base airport outside of the EU (if you have a base in the EU). I.e I have a base in London Stanstead and I want a base at Oslo Gardemorne

- The ability for European company to open a base in other countries within European Common Aviation Market, like Norway, have been proposed and is apparently under consideration
- For now, users wishing to play in Norway can start a new airlines in Norway for the purpose.

I'm starting to think that asia also should have this kind of freebase market. We have Ryanair,Easyjet  opening bases throughout EU while in Asia we have :-

Airasia (Malaysia), Airasia Indonesia, Thai Airasia, Airasia Zest (Philippines), Airasia India.
Lion air (Indonesia), Malindo (Malaysia), Thai Lion air.
Jetstar (Australia), Jetstar Asia (Singapore) .

Currently, AirAsia and Jetstar use the same mode as LATAM to operate in different countries, i.e. incroporate as individual different airlines, each with different airline operator certificate, and operate inddependently.

New Zealand and Australia have an agreement to allow basing of each others airlines in each others countries, this applies to the Cook Islands (administrated by NZ) thus airlines like Jetstar use Australian aircraft (VH Registration) in NZ as Jetstar, and Virgin Australia runs flights out of NZ to non Australian Destinations, notably Auckland to Nadi and Apia daily. while no NZ airline currently bases aircraft in Australia a memorandum exists that would allow us to do this.

yea not sure why Air New Zealand doesn't use bases in Australia would make sense but still 2 of the safest long running airlines are QANTAS and Air New Zealand
