Suggestion: Allow creation of shorter routes out of small&insignificant airports

Those small and insignificant airports are often only served with small aircrafts for really short flights so it probably make sense to globally reduce the minimum distance allowed for flights out of them. I think it would make sense to allow anything more than 0nm to be created out of insignificant airports and 25nm for small airports.
