I was wondering about, how can I change the payload vs. range settings?

Payload will be automatically limited on long routes or short runways. If you want to permanently restrict the number of passengers an aircraft can take, you can change the seat configuration to have fewer seats. If you mean different MTOW variants, that has to be chosen when new aircraft is ordered and can not be changed subsequently.
