Base location limitations

Hey yall, I looked through the manual and forums and couldn't find the answer to this question.....My HQ is in Sydney, and I've been in operation for 138 days.....which means in 42 days I'll have the ability to open a new base.  It says in the manual that it must be in the same country, with a few exceptions.  My question is being based in Australia, will I be allowed to open my new base in Auckland, NZ?  Does the "Oceania" region work the same as EU?  A huge airline just dissolved in Auckland and I'd love to pick up their customer base.

Nope. Mainly EU Nations after 1997 or overseas teritories (eg USA and Puerto Rico or Guam)
