I know the old days of flying carpets are gone, but at what point does the seating penalty apply? Is it based on a percentage of total seats or is it based on the aircraft etc?

Not sure if I get the question, but if you mean "when can I fly a C/F-only configured plane" .. then my answer is that you need a >70-80pt company image for that (and preferrably also 100%RI).
