Yes, this is correct, you can do technical refuelling stops but cannot pick up passengers there.

Nearly all changes to this game in the last 3-4 years have come about due to one of the following 2 reasons -

1. Players complaining about other players not playing fair
e.g. using 737's against their A340's across the pond which then rapes the A340's profit margins...game solution - introduce the 'too small for this route warnings and associated penalties in potential pax numbers' (your other thread question) this was in the days when frequency ruled

2. Players finding a 'loop-hole' and exploiting it therby giving them an unfair advantage
e.g. A-B-C-D legs (this threads question) and 'all business class planes only (search the threads for 'magic carpet')

The change away from 3-4 leg routes was actually a huge step TOWARDS realism. Not away from it. As in real life (for example) an airline from China could not fly a route Beijing-Rome-London-Rome-Beijing and sell tickets for each individual leg (ie. London-Rome), like it used to be here.

Though from purely game play and competition perspective, I would say it was perhaps a half step backwards as now airlines are more "protected" at their home bases. But the case here from the start has been to model the route rights in a more realistic manner...

The openskies areas like EU are the few exceptions to this. And naturally there are some single examples where this seventh freedom has been allowed, but it's never been intention to model those. ref: https://www.airwaysim.com/game/Manual/Routes/Freedoms/
