CEO salary - maximum

What determines how high you can set your CEO salary. There appears to be a cap on it (trying to type in more than that cap doesn't work). Anyone know?

Yes, there is a cap.  And the cap generally depends on the wage level of the country you operate in.  The cap goes up with inflation.
