Is it normal that, for every aircraft I make flying I need to hire all those personnel?

Even if I already flight the routes (so, no new routes and no new aircraft type)?

The employers wage raise of about 100K/month for every new planes in GW4.

That's how AWS works. I massively dislike this part of the game...
