New Base Question

Hi,

I just opened my first base - level 2. Level 2 cost 5 mln, level 3 cost 25 mln, level 4 cost 30 mln.

However, I need to fly wide-body so I made mistake, I should have open level 4 base.

Now, If I want tu upgrade to level 3 - it costs additional 25 mln. If I do that, and later upgrade to level 4, will I have to pay additional 30 mln? If so, upgradin from level 2 to 4 will cost 55 mln.

So, it would be better to me, to close that base and re-open in level 4 immidiatly. It will cost 30 mln.

Another question is, will I be able to close base and open on the same day, without waiting a year?
