Launch customer

So, in this 'new' Europe word certification for A319neo is expected around Sep 2014. Today is 4 Jul 2014. If I'm correct u have to buy 5 aircraft to get launch customer discount, right? And no one have done it, but when I try to make order I do not get discount? Why? I do get discount for A320neo and A321neo. Their certification is expected around Apr 2016 or so...

How does launch customer work??
